Bill was born on June 24, 1976 to Bobby Joe and Lana Jo Toohey-Lara in Buffalo, Wyoming. He attended schools in Gillette, WY. Growing up, he was very playful and energetic. Those who knew him would say this greatly carried over into adulthood. He was a fantastic athlete, especially excelling in soccer and arm wrestling. He held several championships for both. Billy was good at everything he put his mind to- along with a strong work ethic. His carpentry skills were masterful. Many people had the privilege of him taking on their projects, receiving finished work that was beautiful. Bill was especially known for his SMILE. It was hard to be around him and be unhappy. His energy and smile were contagious. Bill loved his family to his full capacity. He is loved and missed by so many friends and family. He is survived by his son; Skyler Naser-Lara of Gillette, WY, daughters; Tiana Naser-Lara of Gillette, WY, Veronica Ruiz and Taylor Fox of Sheridan, WY, step-son; Joseph Fox of Sheridan, WY, siblings; Robert "Beatle" Lara, Ashlee Avila, Adam Lara, and Anthony Lelley, aunts; Betty Clouse, Glenda Valencia, Vicki Barker, Brenda LaVallie, Vanda Cathey and Gwyn Martinson and one uncle; Matt Toohey.
